About applying for Canadian PR from Mexico

Hello! :)
My family consists of my husband and myself. We plan to apply for Canadian PR and dream of our future on the Canadian soil. :)
We live in India, my husband is a software professional and a Manager (with 9 + yrs of exp) and I worked as a Sen Tech Writer(6 yrs exp) till a month ago. We were supposed to fly to the US on my husband's L1A visa, but a new project happened and my husband and I will be leaving to Guadalajara, Mexico mostly this month end for a maximum period of one year.
We had planned to apply for the Canadian PR from the US since we had heard that the PR processing happens faster when in the US. We waited a year since our US travel kept getting delayed, and now we are destined for Mexico after which we may move to the US.

The following are my queries:
1) I wanted to know if I can apply for a Canadian PR from Mexico, and if the processing happens at a decent speed when I apply from there since Mexico is a North American country.
2) How long might the PR processing take since we may be in Mexico for a year. (At the moment not sure if our stay will be extended.)
3) Suppose we have applied for the Canadian PR processing, is our PR processing impacted in case we move to another country due to my husband's work requirements?

Mexico processing times are no slower than the US. In fact, processing time for applications submitted after June 2010 is currently showing 16 months for Mexico and 28 months for New York.

If you apply in one country and then move to another country due to your husband's work requirements, your application will continue to be processed in the first country. CIC will not move the application.

Have you looked into the requirements for immigrating to Canada? At this time you probably only qualify to apply if one of you has a job offer in Canada.

I am happy to know that applying for a Canadian PR from either Mexico/US will not make much of a difference.

Yes, I know about the requirements of applying, that one needs to have a job offer in hand. Keeping this in mind, I have applied to several Canadian open job positions, however, got to know that having a Canadian Visa was a prerequisite for getting a job offer. I am really stuck on this and do not know how to proceed from here. Without a job offer, I may not be able to initiate the PR processing. Any assistance/info on this matter will be greatly appreciated!

Having a Canadian visa is not a prerequisite for a job offer. However most employers will not give you a job offer unless you have a Canadian visa.

It is quite difficult to find an employer who is willing to give you a job offer without a Canadian visa. You just have to keep applying - and hope you get lucky.
