I have a client who has been rejected for a visitor's visa based on A34(1)(f) inadmissibility because she formerly worked for the KGB between 1960-1990. Does anybody know if this can be overcome? Or is she wasting her time trying? Does the Visa Officer have the authority to grant H&C consideration if we request it?

No H&C for TRV’s. No appeal process either. You can apply for a judicial review, but that will only consider error in law, and only if the courts agree to hear it. Given her past “employment” she is considered a security risk and I doubt will ever be admissible.
Sure hope you’re not an immigration consultant, otherwise I’d also suggest she find a new one.

You need to hire an immigration lawyer at this point if you want to try to overcome this.

Were they also members of KGB? If so, I think getting an opinion from an immigration lawyer can help.
