Even PRs with visa-exempt passports NOW need to have a valid PR card or PR Travel Document to board a flight headed to Canada.
Problem with implementing a PR TD from within Canada option is that the only personnel trained to process the PR TD application are those employed in embassies abroad. A whole new department of internal processing would have to be created.
And for PRs with reasons to make repeated trips abroad, such as for somewhat frequent business purposes, having to apply for a PR TD each trip would still be rather inconvenient . . . not as inconvenient as the current situation, but still far short of addressing the problem for many.
There is already an internal process for issuing
temporary one-year PR cards, for any PR in Canada with a pending appeal (for either a Departure Order or a denied PR TD), so it would make sense to expand that processing to PR's with lengthy SR cases pending, and who are, of course,
IN Canada when making an application for the temporary card.
For PRs who are both abroad, who do not have a valid PR card, and who have a PR card application in SR, the PR TD application to the appropriate visa office abroad is their only option for getting a TD which will allow boarding a flight to Canada. Whatever chance there is to influence IRCC to adopt some option to provide relief to PRs bogged down in lengthy SR, there is much less chance anything will change for the PR abroad.
