I did not get your question Suva
Before they refuse they must follow and complete all the process by their mannuel OP24 or OP01.

Yes - there are some examples where an application can be refused without an interview. For example, if the sponsor isn't qualified - the file can certainly be refused without an interview.

Don'tworry. You will get a good news very soon. I know how difficult to have patience. I am also worrieed about mine. Waiting for unknown time is the toughest job ever.

That Manuel the visa officer follow to process an PR application.
If they refuse without interview they will return all documents and applications at the beginning when they do initial review.

with this manuel they follow and process our PR application.

Your application is in process so do not worry about refuse. Is on they way to the END.
For me no answer i am so worry and kind of pissed off
