I had accepted an offer of admission from university A before accepting a better offer from university B where I intend to attend. I haven't yet informed the first university of my decision. What should I do: just tell the international office at University B to inform them or do it myself. By the way, both offers are for the upcoming fall semester.
 
No need to do anything, your previous offer is valid for a limited time for you to deposit your semester fees. If you dont transfer the fees, the offer stands withdrawn

Thanks a lot. Here is another q. I applied for my Study Permit with the first university's offer. Now that I want to attend another university, is there any special procedure?

You can join the other university once you land and apply a refund for the previous one. Remember to inform CIC about this change
 
I will suggest that you should check back with University B for the availability of seats for the desired program before you apply for refund in University A. In case the seats are already filled then you will be in a trouble.
