a non-landed PR wants to visit his family in Canada

Hi there,

My friend's husband didn't land in Canada together with his family years ago. Now, he wants to visit his family here.So, I suppose him as a foreign national, and he has to apply a TRV in his country. Is it right?

I know someone will only become a Permanent Resident of Canada when he/she crosses a Canadian port of entry with his/her valid passport and his/her valid Canada Immigration (Permanent Resident) Visa. This is referred to as 'landing in Canada'.

Just looking for a confirmation.

Yes. He never "landed" so he never got his PR status activated. By this time, all his landing docs will have expired. So he needs a TRV to travel to Canada.
