I mean I travel to Dubai or Turkey then fo to UNHCR and claim my refugee case for Canada.
how long approximately does it take they reply me?
bcoz I can only stay in Dubai or Turkey short time with visit visa.

That is not how the UNHCR process works. You cannot request a specific country. All you can do is be recognized by UNHCR as a refugee and then request resettlement. UNHCR will decide where you are resettled (in which country). You do not get to chose the country. The vast majority of people are resettled in the country where they already are. So, for example, if you travel to Turkey and are recognized by UNHCR as a refugee there, most likely you will be settled in Turkey.

If you want to spedifically come to Canada and you cannot get a TRV approved to travel her directly and claim refugee status, then you need to go through a program like the Group of Five sponsorship program.

If you open a refugee case in Dubai, there's pretty much zero chance a TRV is going to be approved for Canada.

because I sent the mail to the IRCC as an afghan that is a family member of someone who helped canadian in Afghanistan.
