A minor is visiting Canada. Not a study

Hi! My daughter wants to visit her godmother in Canada alone.
Daughter 16 years old.
When applying online, the checklist contains a document called "Custodianship Declaration" IMM5646.
But it says for the student. The daughter will not study. Just a visit.
Do I need to fill out this document and get a notary's visa?
Or should I answer differently and this document will not be on my list?
