They are apparently working at 25% capacity, most of their work force is working towards distribution of CERB for canadaians.
Even more strange on part of IRCC is to start processing applications for winter programs. Some who applied recently for winter programs have received AIPs which goes against the stated version that they are prioritizing fall applications. They could have simply made a policy announcement saying until 15th September, we would only process fall applications as there are still 4-5 months left for the winter session. Instead, they are piling on the workload even when they are understaffed.While some guys are waiting for decision even from feb ,march April.... but IRCC given Aip to a person who lodged on 12 August...

If you had listened to the IRCC webinars, they had clearly mentioned that they try their best to review an application in one go. They stressed the point that they don't have the bandwidth to keep coming back to an application at the moment. Therefore, they review most of the files once and for all. Rest it's all random at the moment, so could be anything.At first, I was truly think that its not fair since some newer applications in Aug got AIP when my application in Mar is still pending. However, I think Ircc are trying to save us by reviewing our applications again and again instead of rejecting us. Thats why they said that they would issue as much study permits as possible. Without this pandemic, some applications may be rejected instead of being pending now. IMO, August's applications got AIP simply because it is reasonable for a study permit, so they can pass quickly. Be patient and hope for the best!
