Just posting updates here, I still have not received anything in the mail. No response back from the VO Ottawa. My status was updated the third week of June. We are now coming to the last week of August. No other communication has been made to us. This is frustrating ??? Is anyone else having this problem as well?

I think that Mississauga agents only have training for inland applications, which is why they keep quoting the 26-month figure.

This line means that CPC-Ottawa has assessed your partner's application and given a final decision. Since you have not received any requests for documents or otherwise had evidence that the application would have "red flags," this almost certainly means that the application is approved. Since Americans are visa-exempt, this is usually the end of the process and a confirmation of permanent residence (required to land as an immigrant) will be in the mail shortly. It will be mailed to the applicant's address on file.
Likely true given that the procedures manual for inland applications was updated in 2015 but the one for outland applications was last updated in 2006 :)

Have you tried giving the call center another phone call?

I would try the call centre until you find someone who will give you an answer. Say you have DM and have for nearly 2 months and wanted to make sure CoPR was sent out "in case it got lost in the mail," or something. They should be able to tell you that information (provided you get a decent person on the phone).

Okay so I called the call centre. It was definitley a better experience than the last call but still no answer. She told me even though it says that a decision has been made, they usually update and say when they have sent out anything by mail like a COPR. She said because it hasn't passed the "16 month processing time" since they started working on the application she cannot access any information to see if they sent anything out by mail. She then said when they do send something out if it has been past 6 weeks I can call and get them to look into it. I don't get why they would tell me that a decision has been made, and that they will contact us about the decision, and yet after almost 2 months we haven't had any form of contact, no emails and nothing in the mail.
From what people have been saying on these forums I should be receiving something in the mail, but I haven't. Now we are just confused on what is going on. I did email the Ottawa VO but still no response.

You can try calling the call centre at least every week until you get someone decent, or it's time to contact your MP and they will get the ball rolling for you.

MP?? Like Member of Parliment? Sorry I'm still a newbie on the forums Haha. Yeah I guess I may have to call every week. It is so frustrating because it makes no sense on why they would say they would contact us and not bother doing so after saying a decision has been made, and the fact that no one at the call centre wants to even help in the slightest.

Yes, Member of Parliament.

You know how the call centre has no access to your file unless the blue moon is rising in the constellation of Aquarius? MPs don't have that problem. They can directly contact CIC on your behalf to get information, and in fact doing so is a big part of what "constituency services" means.

The MP won't have the power to change a decision and may not be able to expedite much, but they will be able to tell you precisely what's happened on your file, such as whether CIC has actually mailed you anything.

If your application really did fall through the cracks (perhaps literally, like a printout falling behind a printer), they may also be able to give someone a metaphorical kick in the rear end to get the ball rolling again.

You may also wish to order your GCMS notes. You won't get them for a month-ish, but when you do it will tell you precisely what's happened on your file as of the date you ordered them.

Thanks for the input! So, how would I go about contacting an MP? and do I just explain the situation? it doesn't cost me anything does it? and how do I order GCMS notes? is there a fee on that as well?

edit: I found the number for the MP!

As an addendum here, since I missed this earlier: this statement by the call centre is actually a lie. For outland applications, dates are not added to eCAS for "decision made" correspondence/COPR mailing.

This statement is true for the SA step (which does say "We have sent you communication on <blah> regarding this decision,") and I have no idea if it is true for inland applications.

Score one more point for bad training.

Phone the MP up. Ordinarily they'll ask you to sign an information release form (letting them ask for your info given Privacy Act restrictions). The one spanner in the works is the ongoing election, which may mean that your local MP may no longer have the authority to help you -- in a sense they're currently not an MP but a candidate for <your riding here> until October. MP help is free.

You can order GCMS notes via an Access to Information Request. The fee is $5. Odds are this will all be resolved by the time you eventually receive your file, but it isn't (such as if they did mail something but the mail got lost) you will be able to see it in writing.

2. Have you received the Approved in Principle (AIP) email or mail already?
This is an outland application, there is no Approved in Principle step.

Thank you so much for the help. I am so confused on why this is taking so long. It's stressful and frustrating and I am stuck on what to do next. On a good note, my husbands visitor pass expired in june, we applied for an extention back in may, and they finally sent his visitor pass in the mail. They approved him for 1 year. Which makes this a little easier! But the fact that we got so excited for a decision made, and 2 months later we haven't heard any word on it is beyond frustrating. I just want an answer on what is going on and why the delay when I've heard of other people getting their COPR's in the mail within a few weeks :(

Just posting more updates! I got an email today from CIC, saying:

Please send us two passport size photos according to specifications for **** in order to complete your immigration file.

Its being sent to:
Case Processing Centre – Ottawa
Permanent Resident Unit
Ottawa ON

2 months later we finally get something from the CIC!! I guess this means we are at our final step and once these get sent in, we should be getting the CoPR :)
