Hello,

I am an American (US) Citizen. I have a sister who is a Canadian Citizen. Can my sister sponsor me? I am single and above 18 years of age.

First question to ask here. Are your parents alive? If they are, your parents takes precedent over you for your sister to sponsor anyone in family class sponsorship. You can be sponsored by your sister through the parent sponsorship as a dependent. So your parents would have to be sponsored along with you if you wants to be sponsored by your sister.
 
Also - if your sister has a husband / common law partner and/or children - this also means you cannot be sponsored.

I don't think this applies here. The sister can be married and sponsor her parents with her bother as a dependent of the parents so long as he is single and under 22. The new under 19 year of age hasn't come into effect yet.

Does she have any other relatives living in Canada?

(aunts, uncles, nieces, nephews)

If yes, then answer is no

Does she have any kids?

If yes, then the answer is still no.

I believe she can sponsor you under the special condition clause.

However she may have to remain single and not become a mother until you become PR. If she gets married or became a mother during the PR process, it will probably disqualify her from being able to sponsor you.

Regarding to Quebec, I believe so. You would require to get a CSQ (Quebec selection certificate) before landing as well. I believe that is the only difference. Not 100% sure and don't quote me on this as I am not familiar with the Quebec's rules.

As for my previous post. I meant that your sister can't get married or have a child while waiting for PR sponsorship to be completed. It would disqualify her to sponsor you due to changes in her status that disqualified her from sponsoring you under special any relative conditions. This also include her being common-law. If she is living with a boyfriend for 1 year, she is legally common-law thus can't sponsor you either.

I am not as knowledgeable as the others here, but I am just wondering. You are an American citizen that can enter Canada and stay for some period of time without having to secure visa. If you are truly serious joining your sister, why don't you start getting a job there and then later with a work permit you obtained through your Canadian employer, apply for Permanent Residency if you decide to do so. You are more than 18 years old. I supposed you finished some employable education that will enable you find work easily in Canada.

I know plenty of Canadians who come to US and work there using renewable work permit. This is very true among Canadian nurses who get to receive much higher pay in the US compared in Canada. They work and then get back to Canada at their preferred schedule without changing their citizenship. You may opt to do the same.
