This one's tough to answer.
Short version: Wife goes to McGill since Jan 2015 and will finish Aug 2016. Receives CAQ valid until March 2016. Needs to renew CAQ but cant because you only can apply for a new one and they ask her to prove sufficient funds as if she's about to start paying the tuition from zero plus living expenses for a year. She's already been using that money since Jan 2015!
Detailed version: My wife is a full time student in Montreal. Her program started Jan 2015 and will end Aug 2016 but immigration Quebec decided to give her a CAQ that expires in March 2016, yes 5 months before her program ends (why? who knows) so now she needs to renew the CAQ before also renewing her study permit which also expires in March.
She is being asked to provide proof of funds to pay tuition and living expenses (which she already showed when she was accepted at McGill LAST YEAR) but she wont stay in Montreal for a whole new year, it's going to be maybe 6-7 months (counting from when her CAQ expires) and they ask her to prove she has the money to pay the ENTIRE tuition AGAIN plus living expenses for a year! Basically like if she was just about to arrive in Montreal for the first time. She doesn't have that kind of money because she has already been using it to pay 2 semesters plus living expenses and she still needs to pay her last semester in January which will be around $8000. She has the money for this but not for the new proof of funds they want and no website says what to do in this case and there isn't anyone to talk to about this.
What we need to know is how much money does she really need to prove for extending the CAQ and if there is a real person she can talk to and explain all this. This wouldn't even be necessary if they had given her the CAQ for the entire duration of her study program in the first place. Someone please help us.
