Disclaimer : my answer below is just a speculation based on numbers available on the spreadsheet. Please don't attack me if you dont agree
Like test sampling in statistics, if we consider the spreadsheet as a small sample of all the people applying for EE,
we might be able to analyse the situation :
06 % people are above 600,
01% people are between 500 to 599
12% people are between 450 to 499
23% people are between 400 to 449
37% people are between 350 to 399
21% people are between 300 to 349
So people between 400 to 600 are around 36%.
while 58 % are below 400.
Now if we go by the official statement of CIC,
The 2015 immigration plan unveiled by the government of Canada last week sets a target of between 260,000 and 285,000 new permanent residents next year,
an increase of about 20,000 people from the goal for 2014.
Even if we consider around 200,000 are selected from earlier applications (backlog and other methods of immigration ), still 85000 people required this year will be selected from EE.
So out of these, 30,600 people should be from the range 400 - 600, and around 50,000 should be from the 300 - 400 range.
So far, 9852 candidates have received ITA. Still 75,000 required this year based on the assumption above.
TLDR, don't lose hope, try and increase the CRS and wait
