Since January, CIC created the Express Entry program and ceased direct application to those economic programs. According to you EE profile, the system automatically tells you which of those 4 programs you can eventually apply for when you get the ITA.
Being eligible means you've met the requirements for at least one of those economic programs. But you still have to wait for the ITA to be able to apply for any of them.
CIC does not release any info about future draws. No one knows when there will be a draw.

We don't know that actually. They have full access to the pool, and they can pre-determine the min points they want, and find out how much ITA issues to reach that number. If you have read on how immigration targets were reported, you would understand why total ITA in 2015 would not equal to total target in 2015dan_and said:You're right. As soon as the backlog is cleared and all FSW, FST and CEC applicants have to come through EE, they will have to draw a certain number of people each month, or they won't be able to meet their target.
So, eventually the number of ITAs will determine the cut-off score and not the other way around.

Under the old FSW program, some NOCs got capped long before the deadline.
For others, the applications were returned even if the cap was not full.
People were asked to apply under EE instead.
If anything, a lot of slots got wasted last year.
