CIC had clearly mentioned in their very early correspondences (too lazy to find the link) that the number of draws will vary and will depend on market conditions, for example employment/unemployment rates of each month and other similar factors. I am no expert but here is my theory - if Statistics Canada releases a report which suggests that unemployment rate remained relatively high in particular month, I think CIC may not even bother to do a draw (to not to piss off the general public).
Government is doing more informed decisions, after all it's an election year and THE WINTER IS COMING!!!!![]()
