I just wanted to share my bad PR card renewal experience with you after I have read this web board and asked questions a few times.

After I have lived 809 days straight without leaving the country even once since my last arrival back in July 2014 when I was given a warning due to residency obligation breach (4+yrs of absence), I submitted application to renew my PR card on Oct 3, 2016. Because eCAS shows only processing and shows no further updates, today I called CIC call centre to find out if/when my new card has been made/sent. But I heard something I didn’t expect i.e.my case went secondary review since Oct 28, 4 days after they started processing my case (Oct 24), and about 1 month after they received my application (Oct 5). My case is still with Sydney NS, as they told me. And they haven't asked for additional information from me and I haven't received any email from them since Oct 24 when they said they started processing my case. And along with my application to renew the card, I sent them all whole bunch documents below which I think make my case strong and will help them check my residency and process my card quickly. But things don’t go the way I planned.
1. coloured copy of passports in the past 5 yrs (no stamps as they scanned it so I requested immigration records)
2. Personal Immigration Entry/Exit record from CBSA (which I requested it myself), showing ONLY entry date and location though, which is consistent with my last entry date.. And No EXIT information!!!
3. Personal Immigration Entry/Exit record from my home country (translated and notorized)
4. T4 from my employer for tax year 2014 and 2015
5. Employment Letter showing that I work 37.5 hours per week on-site with client xxx at Ontario and that I have worked since Oct 2014-now
6. Approved timesheet showing no. of hours I worked each day and the work location of xxxx
7. Bank statement (Jul 2014-now) showing direct deposit from my employer
8. CRA notice of assessment for tax year 2014 and 2015
9. Boarding Pass and plane ticket receipt for flight on my last entry in July 2014
10. Hotel receipt (Vancouver) on 1st night I arrived
11. And all other stuffs e.g. rental agreement for the whole 2 yrs, driver’s license, car registration, car insurance, health insurance

I still cannot understand why I was sent to secondary review. I don’t know what I could’ve done differently if I had to do it again. I asked the person in call centre and she had no idea how much longer it’s going to take and why it went to secondary review, but suspected they might have questions on my residency. What is even odder is that my application for PR sponsorship for my child that I sent 2 weeks after PR card renewal was approved!!! And yes I sent the same set of document that I sent for PR card renewal plus additional document required for sponsorship. And I was approved as a sponsor on Nov 15, only 1 week after they started working on my application. In fact I was relieved when I knew that I was approved as a sponsor, thinking my PR card renewal would be ok. But the relieve is short-lived. And it looks like I have to cancel my plane ticket leaving Canada on Dec 8, which l have bought as soon as I saw the status 2 weeks ago on CIC website that “Processing time 45 days; Working on applications received on Sep 19, 2016”. I should’ve called CIC before that as they have more info than the eCAS. So my questions now are

-What should I expect from now? Will they ask for more documents? But I don’t have anything else to send.
-Now my file is still at NS, where is the secondary review going to be done?
-Can I request for urgent processing? Believe I can, but not sure it will be accepted..

And here are the questions for CIC going through my mind:
-Does my case going to secondary review have anything to do with previous breach? The officer I got at the airport said I am not gonna make it. Oh well I thought he was joking. Eventhough he DID NOT report me at that point I believe he made a note on the file.
-Did I send application too soon (809 days are too little)?
-How come my PR sponsorship for my child got approved in 1 week? I believe criteria for PR sponsor is a bit stricter, with additional income requirement.

After having waited patiently for 2 years and 4 months without travelling and seeing my family I am so frustrated now because I don’t know when I can travel back home and see my family again. (But I can fly them here though as they just got visitors visa) My plan for my kid’s education in Canada and my career are uncertain now.

Check this thread you may find some answers. Dont worry some day you will receive your pr card. Most of SR applicants are there in the thread you may find some relief
 
Nobody here can say for sure. But if I was to take a guess - its probably cuz you got warned earlier - so they just wnat to be extra careful dealing your case.

I think since you have sent more documents than they could possibly ask for you should be safe - but secondary review seems to be quite tardy. Fortuantely they probably wont burn your time asking for more documents.

One thing you can do is request your case notes and you can probably see why you were sent for secondary review. Regarding the reasons in spite of all the details you provided them, its hard to know as there is no real information on the criteria they choose to send a case for secondary review. At first I thought if you have just met the residency requirement, that they will send you to secondary review but now, am not sure because I have seen some cases where that is not the case. So its hard to tell. But you can request your case notes and maybe there is some indica on the reasons.

Last night I already requested urgent processing and made inquiry(a separate one) as to why it went to secondary review through IRCC webform. After i read your post I made another request for my case's note through ATIP. How long for them to come back to you with your case's note?

Case notes would take a full 30 days in my experience and even though they probably query the information earlier, they will not send it to you until the 30 days are up.
 
Now I'm writing from my home country to report you guys what has happened. There have been up's and down's in emotions during these 2 weeks. And yes I finally got the PR card.
Here is my timeline
Nov 18 called CIC and found out that my application was sent to secondary review
Nov 20 submitted case specific inquiries (asking why my case was sent to secondary review) plus another request for urgent processing submitted along with plane ticket and receipt as well as letter explaining urgency. I also sent them letter from CIC that I have been approved for PR sponsorship. And I attached once again my personal immigration exit records from my home country and from CBSA.
Nov 21 Sent query via ATIP , asking to see case note. No response so far, but I haven't checked my mailbox.
Nov 21 Got email that CPC NS has been notified of urgent processing.. My hope was up
Nov 22 Called CIC and was told that CPC-NS received the request but haven't acted anything and they might not because of the secondary review. And now they started saying that the reason for the review was due to long absence in the past. Hope down
Nov 24 Got email "your card was sent to production". They responded to my inquiry asking why I was sent to secondary review... Seriously???? I didn't want to get too hopeful.
Nov 25 Called CIC and was told that card was sent to production. So it is confirmed!!!
Nov 28 Called CIC and card is still under production !! (why it took 3 days to produce the card?? started thinking off putting off travel)
Nov 29 Called CIC and they said "card was sent today"!!!
Dec 1 Got card in the mailbox..
The card shows that it was made since Nov 24 and I believe it was sent next day because postal mail from NS to Toronto usually takes 5 days
Dec 8 caught the plane back home..

So I was very glad that I was able to get out of secondary review.

Good report, illustrating the vagaries of SR processing and how IRCC will process some more promptly than others . . . even for a PR who had been spending quite a lot more time abroad than in Canada (such as your case, 1000 days or so outside Canada in the preceding five years compared to just 809 in Canada).
