Can anyone explain ircc new rules because it is too much confusing.
In 8 to 12 months program we have to take study permit or not? If they are delivering online so we can study from home and we will still be eligible for pgwp?

Once you get the study permit then only you'll be able to apply for PGWP after your program finishes. All these rules apply with the condition that you ultimately get the study permit.

Yes, we still need study permit. As long as you submit your STUDY PERMIT visa application (if you are september semester) before 15 sept, and your course is from may 2020 or sept 2020 and you have to do it all online, there will be no effect on your pgwp (you will still be eligible for the pgwp ). They have made a note to mention that eventually you will still need the study permit, which probably means they might be late in issueing the AIPs and therefore will make exceptions for those whose aips are late (they wouldnt have said eventually otherwise). If they make any changes to those who start in january 2021 and their requirements, they wil probably announce.

I have submitted my application in May but I haven't heard from ircc and my program is starting from 31 august so confused now what to do even I have submitted all the documents to ircc.

I can offer no advice unfortunately. Have you considered defering? What is your college's position on AIP? will they let you start without it?
