I am planning to apply for study permit (Quebec) for me and take my 7 year old daughter with me. please let me know if I should apply for study permit for my daughter or if i can take her in visit visa and then convert it to study permit.

you can apply both SP at the same time

You should apply for a SP for her as she is of school age. If you apply for just TVR, your application will be put on hold or cancelled and IRCC will contact you submit a SP application for her along with the required fees.
