60 days to make decision on RQ once application is assigned to officer??

I remember someone have mentioned on the forum that as per latest CIC requirements once RQ is at St Clair and assigned to the officer, officer has only 2 months (60 days) to make a decision about application.

Meanwhile I hear from people who applied in 2008-2011 that they are waiting for years to get application/RQ reviewed by the assigned officer in St. Clair.....

Does this rule about 60 days for decision making apply to only applicants who applied in 2013-2015?
Can you please refer me to the document confirming that rule.

60 DAYS RULE APPLY IN OLD SYSTEM THAT JUDGE HAVE 60 DAYS TO DECIDE
AFTER HEARING. RQ IS DIFFERENT OFFICER HAVE ENDLESS TIME TO REVIEW
THE APPLICATION AND DECIDE WE HAVE TO WAIT UNTIL THE CASE REVIEW
AND THAN MAKE JUDGEMENT AND PROCEED FURTHER.

SOME OF THE FILE ARE UNDER REVIEW WITH THE OFFICER FROM NOVEMBER 2014
AND STILL WAITING....

MY CASE IS NOW 39 MONTHS OLD. APPLIED IN JANUARY 2012 AND

RQ IN MARCH 2013 REPLY IN APRIL 2013 AND AFTER FILE KEPT

FOR ALMOST 18 MONTHS ST.CLAIR HAS HAND OVER THE FILE TO OFFICER

FOR REVIEW... NO PROGRESS ? NO IDEA WHEN REVIEW COMPLETE ? SAME ANSWER

FROM MP , CIC and Minister ??? wait ?

This is again CIC at its best! According to CIC officers are encouraged to make a decision within 60 days after receiving a file but there is nothing in the books to force them to do so, so it is obviously to their discreting and they take their time.
