6 months after Meds and no PPR. Please HELP understand

Hi all
My file is at New Delhi CHC and I'd done my Medicals in the first week of August 2008. Since then I've been waiting for PPR. After a couple of reminders, I got a ltr frm CHC in the 2nd wk of December saying they've received my medical results and my file's waiting review by a Visa officer. After that, nothing.... It's become extremely frustrating now, especially since most other similar applicants hv received PPRs withing 0 to 12 weeks of their Medicals.
Can someone senior please help me understand what to make out of this situation?

have similar situation:
How long after does it usually take to get your PPR after medicals? and how long does it take to get your visa when you send your passport? This is with having AEO.

my fiancee's timeline:
-application filed end of march 2007
-aor/documents requested beginning of october 2007
-documents sent the end of october 2007
-medicals done in april 2008
-PCC requested again in may 2008
-blood testing requested again july 2008
-document sent from ottawa to POS signed by applicant december 2008
-POS says the passport should be requested in the 3rd week fo january 2009
(no request for passport was received this month as yet)

will this take another whole year or a be over before mid year?
anyone will take a stab at this question it'd be appreciated...
