That's weird. Are you sure his score is indeed what he claims? Maybe he has a non- permanent job with lmia or a permanent job without lmia.

I was applicable for both CEC and FSW...i got invitation under FSW...may be i am a bit happy with it coz even though i have one year Canadian Experience i was travelling a lot outside which might have created doubts in officers mind
