judging from my personal experience the problem may be as follows. When we landed last October, I provided the immigration officer with an address of our friend in Toronto. Five months later (we left meanwhile) we still had no cards so I checked somewhere in this forum and found out that I need to update my address online. For this you need your application number (or another number - it is well explained on the government web pages). When updating it for reason unkown to me the government still had my attorney's address (cards are not delivered there) although I gave the address when we landed. I also found out that if the address is not updated within six months of landing, it is no more for free and a proper application fee has to be paid. From the moment I updated my address online (and I used another one in Toronto) a friend of ours called us within two weeks that she received our cards!
I don't know where or why we got stuck but it worked after all! Just check it online to make sure this is (not) the problem.
