Because the pool is dynamic AND IRCC pick out only ~1500 applicants in each draw. If there is a longer gap between draws, the pool fills up with applicants with higher scores thereby pushing the cutoff upwards.

That's exactly what I thought. No offense, but there are some days a bit too many rumors which get spread way too fast in that forum.
