One thing I failed to understand here (please spare my lack of knowledge) is that how someone with qualification equivalent to such low base score(186) could get a Nomination from one of the provinces. I mean which province has such lenient criteria for taking in applicants? ::)
I would say old people, low wage class and bad English.

Indeed! a lot of the complainers here have nothing to show for. There is a reason why the score does not go lower than 460 usually. They are looking for a certain skill set and experience. you do not fit the mold if you can't reach that.

Everyone who had the PNP had to pay double go through allot already before even applying for an EE. They get their PNP for a reason.
If nominated because of the extra effort then good for them!

No, it means that someone had a LMIA with 200 points and 586 points to start with. Theoretically speaking no one can score only 186, it just cant happen!

Thanks

The 48th draw was only for PNP category. LMIA processing time from beginning (posting the job) is at least 2 months. The cutoff of previous draw was 470. Whoever who had 586 was given an ITA 2 weeks ago. it's impossible to assume someone with 586 pts was in the pool waiting for his/her LMIA

I'm very excited to see what the coming weeks have to bring. Congrats to those who received ITA!

Of course it can happen. If someone is super old, has no graduate degree, hardly any work experience, bare minimum language points, still he/she can qualify. Remember that Canada needs unskilled workers too for low level jobs which skilled people are not going to do. Some countries get this kind of labor in the form of illegal immigrants. Its just that Canada is doing it legally. :)

Remember this was PNP only. So they each have 600 points regardless. This means someone DID have 186 points but managed to get PNP. If they also had an LMIA they either had 136 points or -14 points.

I don't know about 186 + 600 applicants, but I was picked with 430 + 600, e.g. 1036 in total. It's quite hard to get a PNP nomination though. So I doubt that any applicants with 186 points were selected for PNP in the first place.
