neither do I. It's not fair at all, they should have their own category like 30% PNP and 70% EE or whatever
What happens if Alberta pumps +2000 PNP nominees within the next two weeks, then BC ,then ON,.....

How come it's not fair? PNP nominees certainly have or will have more contribution to each province than a normal candidate, so it makes perfect sense to give them the priority. PNP people have to jump through two hoops to reach the PR, not just one.

1. Not all provincial streams are for EE
2. The sole purpose of EE is to speed up application process. So again not all applicants will use this process.
3. PNP have their own quota and they do not interfere with other quotas.

With that stated CIC agents do know the progress in PNP nomination and they also know the current status of people with PNP waiting for next draw. So it is them who decide the mix of the applicants to be allowed through EE system. They do decide app amount of applicants per month from each side.
I do not see any unfairness in that.
Would PNP have their own separated system, you would still end up with the came crs cut offs. That is because logicaly smaller amounts of candidates would get ITA from each draw.

You're assuming they would invite same number of FSW etc candidates, just on top of PNP applicants. That's just a wrong assumption. Having PNP and everyone else in the same pool impacts nothing.

But isn't it true that an applicant can't go for PNP unless they have a minimum of 400 crs points. Also, how come high school graduates became eligible for PNP.

Based on what I know, a person requires a Bachelor's degree to apply for PNP. Correct me if I am wrong. How come its possible?

There are other provinces in Canada, not only Ontario...

You mean other provinces are allowing high school graduates with core crs 186 points to come and settle in Canada before other more deserving candidates?

Yes, for example the most what matters in Manitoba are connections with Manitoba. Same goes for Saskatchewan. As you can get like 30 points just from connections there and like 10 points for age and up to 15 points for your work experience, you really do not need top English to be nominated there.
