Yes it does. It comes from assumption that this draw is taken as the average sample of PNP applicants getting ITA. This draw was issued 2 weeks after previous draw, so it contains 2 weeks of fresh nominations. Hence my assumption of 250 nominations per week.
What I do not know is following:
% of ITA rejections from PNP nominated applicants. I also do not know if the provinces activity is more seasonal (to manage to nominate applicants before the end of the year) or if the increase of the PNP applicants (maybe as compared to the released numbers from 2015) is the future goal of the provinces.
We also know the number of applicants for PNP (this target is issued for every year - 2016 target was around 46 - 48K and in 2017 it will be around 50k).
So if you take 250 as an average number of issued nominations per week you will get somewhere around 12500 to 13000 nominations per year. And that is app 1/3 from the PNP target which we know.
