Ministerial Instructions respecting invitations to apply for permanent residence under the Express Entry system #48 – November 30, 2016

The Minister of Citizenship and Immigration, pursuant to section 10.3 of the Immigration and Refugee Protection Act, gives the annexed Ministerial Instructions Respecting Invitations to Apply for Permanent Residence under the Express Entry System (November 30, 2016).

MINISTERIAL INSTRUCTIONS RESPECTING INVITATIONS TO APPLY FOR PERMANENT RESIDENCE UNDER THE EXPRESS ENTRY SYSTEM (NOVEMBER 30, 2016)

Determination — number of invitations

1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on November 30, 2016 and ending on December 1, 2016 is:

in the case of foreign nationals who are members of the provincial nominee class referred to in paragraph 2(d) of the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, 559; and
in any other case, zero.
Determination – required rank

(2) The foreign national referred to in subsection 1 and who, on November 30, 2016 at 14:58:44 UTC, have been assigned a total of 786 points or more under the Comprehensive Ranking System, as set out in the Ministerial Instructions referred to in paragraph (1)(a), occupies the rank required to be invited to make an application for permanent residence.
 
Interesting. One the Annoucement is so much later in the day than usual and the score is sky sky high! But I wouldn't worry too much as they wanted to get out the PNPs while the Bugs are still settling on the remainder score updates. Not sure when the next draw will be now.

(d) members of the provincial nominee class referred to in subsection 87(2) of the Regulations who are nominated by the government of one of the following provinces under its provincial nominee program express entry stream:
(i) Ontario,
(ii) Nova Scotia,
(iii) New Brunswick,
(iv) Manitoba,
(v) British Columbia,
(vi) Prince Edward Island,
(vii) Saskatchewan,
(viii) Alberta,
(ix) Newfoundland and Labrador,
(x) Yukon, and
(xi) Northwest Territories.
 
This is the most shocking and unprecedented move by CIC :o. I'm not even sure what to say lol :-\

But on the plus side, provincial nominees for the past 2 weeks have now been cleared. :'(

Not really, this is their second time to do a specific program draw. The first time they did was back in Feb 2015 with a draw exclusively for CEC class. I think if they keep doing draws like this, it will be an extremely great idea.
 
They did this only to go with PNP, where it is safe to release ITA (even with technical problems with more points or not after the changes, they are the one that can be easily identified. They did not touch anybody else because of technical issue. This is better rather than to see bunch of angry people telling how their account was not properly updated. And this also gives us idea of the amount of PNP in the draws.

Only those with job offers or provincial nomination could get that high....anyway, congrats to those who got invited :)
 
Actually a very good draw.

Gives us rough judgement on number of pnp's in a draw.

Next draw points requirement will go further down.
 
Why are they doing this....I have my birthday this week.....I hate my birthdays. This is the second time I will be losing marks :'( :'( :'( :'( :'(

Only those with 00xx NOC type LMIA (which is like almost nobody) and PNP were in this draw.
 
So does this mean this was the last draw of the year for provincial nominee or may be the last of the year.

OR

They reduced number of ITA and will make one or two more draws

If it's only PNP. Then one strange thing is

Some one with pnp has 786 points meaning
186+ 600(pnp).

My CRS is 478 so I thought I missed by 8 points then I looked at it again I am like WTF, CIC kind of kicked in the gut to be honest. Now We don't even know there will be a regular draw next week or not and waiting two more week just to see similar draw would probably kill me
