Friends, I cannot paste the link here but please google "CIC quarterly administrative data" and you will find that as at January 4 2015, there was a backlog of over 46000 FSW applications. The implications being that CIC can easily meet its 2015 FSW immigration target without selecting applicants from express entry pool. Lets take into account that admission levels refer to the number of permanent residence given in 2015 plus those who received permanent residence in 2014 but will be arriving in Canada in 2015. The addition of these two categories can give well over 51,000 admissions level (on the assumption that all the backlog applicants were approved). Hence it looks like most of the ITA'S CIC will give this year will be applied towards towards 2016 immigration targets and I think thats why CIC is being cautious with the number of ITA'S it is issuing.
