The Minister of Citizenship and Immigration, pursuant to section 10.3 of the Immigration and Refugee Protection Act, gives the annexed Ministerial Instructions Respecting Invitations to Apply for Permanent Residence under the Express Entry System (October 12, 2016).

Determination — number of invitations

1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on October 12, 2016 and ending on October 13, 2016 is 1,518.
Required rank

(2) Foreign nationals who, on October 12, 2016 at 12:18:33 UTC, have been assigned a total of 484 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.

About report:According to the records contained in the CRS Tracker the most likely CRS score in the next draw will be 487, however if the number of invitations will increase to about 1500 the CRS score will decrease to 460 and if the number of invitations would increase to 2000 the CRS score will go down to 409.

I am not sure if you can generalize CRS score like this without a random and appropriate sample size.

I'm not sure I follow the logic here. You're saying that if the next draw is for 2000 people that the required CRS score will go down to 409? You should probably take a look at this: http://www.cic.gc.ca/english/resources/reports/ee-year-end-2015.asp

There has never been a draw under 450. 10 months ago there were 13,537 candidates with CRS scores between 400-449. This will have undoubtedly gone up since then. I'm not sure how you can possibly calculate that 2000 ITAs will result in a required CRS score of 409...
