Hi

Can a foreign elementary school teacher apply (and succeed as any one can apply technically) in federal skilled worker class without having Canadian Provincial teaching certificate, residing and working overseas. HRDC and CIC websites are not very explicit on this.

Candidate holds two bechelors degrees one of which is Canadian equivalent of Bachelor of Education degree. But does not hold any Canadian provincial teaching certificates nor Canadian experience. Candidate has never been to Canada.

Being qualified to immigrate and being qualified to work are two separate issues. This has been one of the complaints of immigrants - that they've been allowed to immigrate, but their credentials haven't always been recognized.

So the answer to your question is yes, elementary school teachers are on the list of eligible occupations (you cited 4142 correctly), and therefore are eligible to immigrate as long as they have enough points.

But the candidate may have to obtain an additional credential before being given a job. Teaching requirements are different in each province, so he/she will have to do some research to find out what's required.
 
Thank you very very much. We are worried only if the local teaching certificate would be required before a PR Visa is stamped.

We are NOT worried about applicant's actual employablity. We are here in Canada and we will support as long as necessary.
