Saskatchewan or Alberta. For Saskatchewan, you want over 68 and check their draws to see if your NOC is ever selected. Alberta doesn’t post their NOCS.

Not for Ontario as it doesn’t give points for family members. Also your NOC isn’t on the OINP list unless you get a job offer. For Express Entry, you can count the points.
