4 years Phd from Australia Rejected in final stage

Hello everyone,

My brother just got refusal of his PR application from Canada immigration EE.

Everything was fine. They completed their medical, biometrics, and all reports and others were satisfactory.
Today they got a mail that their application was rejected.
Possible reason is that the experience that was claimed during his 4 years Phd study with AusAID scholarship in Australia (research assistant) was not counted.
Now please let me know that do they actually count this duration as work experience?
Should my brother appeal for this case request for re-opening?
FYI: His advocate said that they can request for reopening the case with extra charge and their is a good chance that they will accept the appeal.
I request your suggestions and anyone experienced similar situation?

It is weird that it took them too long to send the refusal. The phd job experience is very tricky. I think it depends on type of visa given. If it was on study permit/visa then they do not count that as work experience. If ur Brother has enough evidences to support that could work but i dont have much knowledge on this. Hopefully someone could shed the light on this issue for you
