I meet the work experience requirements but I am in confusion with my study period !

Degree: Master in Engineering

1st Year: Fall and Winter Semester of 4 months each
2nd Year: Fall Semester (4 months) but Winter semester(1 month)

In the last semester, I was left with only "Master Research Project" which I registered, prepared and submitted in January (last winter semester). I could have awaited till April (end of semester) and submitted. But I didn't.

My transcript clearly shows 4 semester and states:
Admitted: Sept 2007
Graduate Program Completed: January 27, 2009
Confer Date: June 04, 2009

I got 3 years post graduate work permit.

Will the study period be eligible for Canadian Experience Class?

Your question is a little confusing but I will answer what I "think" you are asking.

The only work experience that will be considered is what you gained while on the PGWP. If you were still on the study permit during the study period, then no, the work experience gained at that time will not be considered.

I gained all the work experience on PGWP. I have no question about work experience. My question is on my study period. Will my study be considered as "2 years study" or not for CEC?

I assume that you mean 1 year = 3 semesters, (not 1 year + 3 semesters).

PGWP will be determined mainly by the program length as determined by your institution. If the institution says 3 semesters is one year, then you will be eligible for 1 year PGWP.

No. You could do a 1-year masters degree (it would have to be a master's degree, and a minimum of 1 academic year) and then the 1 year could be added to the previous time.
