1. for reapplying, doesn't the new VO have pre perceived idea of negetivity about the applicant? what's the usual chances of getting visa after refusal once?
2. for reapply, does it need to be mentioned in SOP?
3. for reapply, is the same process as a new apply and all necessary docs to be submitted once again?
4. for reapply, does it make any difference if someone reapply from home country after being rejected from other country of residence?

Your answers depend on the specific reason your last application was rejected. Success rate is pretty decent for those who had areas they could improve on (e.g. finances or ties to home country)

But if you were rejected for reasons such as travel history, then you might face a lot of problems as those are not areas you can really change at this point in your life.

1. There might be a bias present, but if your application shows you have worked to improve whatever grounds your last application was rejected on, then the bias might work in your favor.

2. I think you should mention it in the SOP, as your VO will definitely know, so address the issues the previous VO had, and assure the new one how you plan to overcome those problems.

3. Yes. Additionally your encouraged to submit more documents (such as those proving ties to home country etc)

4. Dude honestly, this question can only be answered by you. If your ties in your home country are stronger than the ties you have in your country of residence, then you should apply from your home country. However, if you haven't been living in your home country for the last 2+ years, then chances are your ties to home country are quiet weak. Ideally, one should apply from wherever he/she can show stronger ties i.e. family, study, work, land etc. I questioned myself on this very issue for a long time, but then decided to apply from country of residence as my ties to country of citizenship are quiet weak (no family, no job, haven't lived there in the last 4-5 years, only land).

thanks a lot.... what happened to you visa application when you applied from country of residence instead of home country?
