How long it takes depends on the husband's country of origin. It could be months, it could be years. Once the husband's application is approved and he lands in Canada he will be a PR. He won't be renewing his PR status - he will be applying again from scratch by being sponsored.

It means exactly what it says, that he will be applying from the very beginning, not renewing his PR, since he wouldn't have PR status.

The wife can not sponsor the husband for PR unless he had first lost his old PR. This would happen if the husband got reported trying to enter Canada without meeting the RO and either accepts his loss of PR or appeals and loses. Also if the husbands PR card expires while he is outside Canada and he applies for a PR travel document and it is denied because he doesn't meet the RO.

After the husband has lost his PR, he is no longer PR so there is nothing he can renew. It would be like he never had one. His wife, as long as she is a PR and living in Canada and meeting the RO herself or if she is a citizen already, can sponsor him for PR. The application would be processed like any other spousal sponsorship. He would eventually get a PR visa and can land in Canada as a PR and gets a new PR card. After that, he would have to meet the 2/5 years RO in the future or he will eventually end up in the same situation again.

Because sponsorship takes a long time and costs a lot of money, if the husband is not intending to move to Canada, it may be a waste of time and money getting the wife to sponsor him for PR again. If he just intends to visit his family on and off, he can apply for a multiple entry visit visa to serve that purpose.
