I completed medicals on 21st Dec 2009 requested on letter dated 16th Dec 2009. My other stages were super duper fast, got approval from Nova Scotia in 1month & 9 days, then after submitting my full docs to CHC-ND my case status changed to In-Process in 1month 13 days.

Now, I have worked in USA and Canada but provided PCC for USA ONLY(both FBI and State). I have also visited dubai but that was just as a tourist for 5 days.

I had raised an email enquiry earlier @ Jan 2010 end and got a response in 2 days which was:

Dear Sir/Madam,

This is in response to your recent email enquiry to the Immigration Section of the Canadian High Commission in New Delhi.
We are currently reviewing the information provided by you in support of this application.
We estimate that the review may exceed the average processing timeframe set out in the Acknowledgement of Receipt letter which you received.
Often, delays in the processing of an application are out of our control as some processing steps require coordination with external authorities.
Our office will contact you as soon as the review is completed, or as soon as more information, documents or an interview are required.
Delays in the processing of visa applications are always disappointing to all concerned, but rest assured that all efforts are being made to ensure efficient and expeditious processing of all visa applications.

We trust that this information will be of assistance.

I raised another one by end March 2010 and a got a reply after 2 weeks in April.

Dear Sir/Madam,

This is in response to your recent email enquiry to the Immigration Section of the Canadian High Commission in New Delhi.

Under Canada's immigration legislation, all immigrant applications are subject to statutory requirements, including medical and background checks. These requirements must be satisfied before an applicant may be granted permanent resident status. In this context, certain background investigations are being conducted in connection with your application. As these investigations are conducted by outside agencies, we have no purview over the processing time. We are therefore unable to give an exact time frame in which we expect to conclude the verifications on this case.

For now, there is no action required on your part. Please be assured that as soon as the checks are completed the next steps in this application will be determined. Until then, we will not be able to provide any additional information on this case.

Delays in the processing of visa applications are always disappointing to all concerned, but rest assured that all efforts are being made to ensure efficient and expeditious processing of all visa applications.

We trust that this information will be of assistance.

I was initially quite excited and happy that I qualified for fast track and sply the way things were going but now I am loosing all my interest.

Any suggestions as to why its taking so long for background checks? Each time I raise an case specific enquiry I get a standard reply from CHC-New Delhi. I know I don't have much option than to just wait n wait n wait. But what worries me the most is how much more to wait. Don't they have a time limit within which they should respond? I thought this was fast track :(

No update for me this week. God know how much weeks to go before there is a status change.

Hi SG,

i can understand your situation as i am in same situation. Waiting n waiting......I do not what are they doing? Every day feel like month now......
But faith on god, we will get through.......Please update me when ever you get visa as i am hoping you will get visa before me.......
Best Of Luck for next week ;)

looking in to your case its similar to mine except that i have not gone to dubai or usa but was in uk for one month.
Basically my understanding is once we get police clerance from india the next step is canada .So they willhave to get information from RCMP in this case as we have been in canada they will get reports from canadian imtelligence and then give us the decision made status .So let us wait and see as they also have to do back ground checks from canada. This is my understanding since i also have been waiting since feb 12 and its alsmost 2.5 months now .Considering the fact that for some people they have taken more than 4 months .I am expecting that i may have to wait for 2 -3 months more.

Thanks & Regards
Pradeep Akula .

Hi Pradeep,

For how long you stayed in Canada? I am totally agree with you that they require information from RCMP, CSIS and health canada in our cases. And it can take 5-6 months.

So we have to wait n wait....till we get approval.
Bye

Here is some information from CSIS site, unable to post link :o

Immigration and Citizenship Screening

The provision of security advice in immigration and citizenship matters is crucial to countering imported threats to the security of Canada. The screening program serves as a first line of defence against those who attempt to penetrate the country to undermine Canadian security.

Working closely with Citizenship and Immigration Canada (CIC), the Service's Immigration Screening program's primary task is to provide security-related advice to CIC. The objective is to prevent persons who are inadmissible under the Immigration and Refugee Protection Act (IRPA) from entering or gaining status in Canada.

One important change, that has been introduced in the past few years, from a security screening point of view, is the adoption of Front End Screening (FES) for all refugee claimants to Canada. FES is a government initiative to ensure that all refugee claimants arriving in Canada are checked against CSIS and RCMP records before they are sent to the Immigration and Refugee Board. The initiative was implemented to identify and filter potential security and criminal cases from the refugee claimant stream as early as possible in the determination process. Prior to FES, CSIS did not screen refugee claimants.

In addition to its new responsibilities for Front End Screening, the Service, for many years, has had the responsibility for conducting security screening of immigrants and refugees who apply for permanent residence status from both within Canada and outside Canada. CSIS provides advice to the Minister of Citizenship and Immigration related directly to the security inadmissibility criteria contained in the Immigration and Refugee Protection Act. CSIS also provides CIC with security assessments on applicants for Canadian citizenship. CIC forwards all applications for citizenship to CSIS for review. The Service advises if any security concerns relating to a particular application surfaced in the course of its checks, and provides CIC with relevant security advice if such concerns come to light.

The use of information technology has greatly assisted in reducing the time needed to process requests from CIC. In 1996-1997, the Service began to receive its trace requests related to citizenship applications through an Electronic Data Exchange directly from CIC's Case Processing Centre in Sydney, Nova Scotia. Beginning in November 2001, CIC has also made available an input process for all immigration officers in Canada, enabling CIC front-line officers to send data to CSIS electronically, greatly facilitating the front end screening process. Screening requests for immigrants applying to CIC from within Canada are now all conducted electronically between the Service and CIC. Requests related to immigrants applications from outside of Canada traditionally took longer to process since such applications were sent to the Service on hard copy forms and mailed via diplomatic bags. However, electronic exchange systems installed at posts abroad have significantly reduced turnaround times. CSIS is also increasing the number of liaison officers abroad to further improve processing of these applications and reduce existing backlogs.

Over the fiscal year 2003-2004, the Service received some 44,907 requests for Immigration Screening from within Canada (including RDP) and issued 46,183 security clearance assessments. Additionally, the Service received some 24,243 Immigration Screening applications from outside Canada and 4,646 from the United States for a total of 73,796 immigration cases. The median turnaround time was 42 days (through the Electronic Data Exchange Program) for requests from within Canada. Under the Overseas Program, our Security Liaison Officers were consulted on 4,814 cases.

Citizenship Screening is conducted on the basis of threats to Canada's security as set out in s.19 of Citizenship Act. Over the past years, 203,356 citizenship requests were received from Citizenship and Immigration Canada.

@ SG

I reckon there r only a few like us on this forum who r waiting for visa for 4 months after PPR/med. I understand this is due to BC by CSIS. Since their agenda and that of CIC are different, they r not bound by the fast track time schedules n CIC can't seem to help it. on a different forum, i read that CSIS and CIC don't see eye to eye on their common meeting ground (immigration) and that CSIS procedures may take upto 16 months. well all these could be individual POV - but appreciably, people share their experinces on these fora, so the credibility can't be undermined outright. All the same lets stay connected and updated and remain hopeful.

Hi Arctan,

Hv you ever been to US or Canada for more than 6 months? The reason why I am asking is, CIC sends all cases to CSIS for security clearance then how come people are getting visa much before us. Could it be that for people who have lived there they take a different course in investigating?

Hi SG buddy, I can understand how you feel, I have been waiting for the past 16 days and the wait is unbearable... you must be going through much more :(

Anyways, what I wanted to ask was if you have submitted your passports as well... if yes, it might be worthwhile dropping an email to CHC saying that you need to make travel pans for a business trip to another country and you just want to enquire tentatively when can you expect your passport back? You can mention that you do not want to rush them...just want to know so that you can plan your business/official trip... Maybe worth a try... All the best!

Hi Canpuneet, Most likely they would return my passport and say will request again once needed :).

@ SG,
I think next monday is going to be your day.....As it is fast track application it should not take more than 5 months...so lets hope for next monday....
As CSIS will also be accountable to some time frame so this frustrating phase should end soon....
So i request to all those who are going through this to stay in touch....
regards :-\
