but they can manipulate the ITA they issue to control the cutoffs score, which is what I think they are doing. Yes CIC does have full authority to change number of ITAs, but I personally believe number of ITAs issued every year in total will remain same consistent, because I believe CIC has an annual limit just the way they had a limit for number of apps in FSW!mf4361 said:but they can manipulate the ITA they issue to control the cutoffs score, which is what I think they are doing.
