About the IELTS, lot of mis-interpretations going around.
The media relase does say that the applicant will have to prove his language ability at the first instance of application and will not be given a chance later.

You can either read it as CIO or at the time of full document transfer to Visa Office. In the past, after receiving the documents at VISA OFFICE, they have requested some applicants to provide proof of language, may be this practise will stop.

Again, to be safe, I sent a copy of my IELTS to CIO . No harm, although it says in bold in the gudielines not to send proof of language to CIO
I did mention in the covering letter, that due to the confusion over language requirements since April 10th, I have enclosed the test results.

Hi, Application sent on April 7th DHL and delivered at CIO, NS on 13th April.

All the forms
Fees
Bio-data page of PA's passport
Extra Sheet describing main duties and some other personal information
Copy of IELTS, although not necessary but confused over the requirement and thought this was a sure shot way of convincing them for the points at CIO
Covering letter explaining why I am unable to provide passport details of our one month baby and why the field is marked 'Applied For' and assuring that passport copy would be sumbmitted to VO alongwith the documents requested.

Yes they will change it but it will take some time before all Analasys paralasys is done on the each occupation and skill shortages in different provinces. My guess is they will not change health care related occupations at all.

If changes indeed come, people who already got AOR from CIO and now preparing to send additional papers will be safe, arent they?
 
Every Application gets treatment according to the rules and procedures which exist at the time it was registered. so nothing to worry about. :)

the Problem is if CIC announces anything that could be retroactive.
else, We are locked as you said ! :o)
 
Jnathan as far as I know, none of the past announcements effected applicants who were already locked in.

Last time they announced changes in November 2008 but made them applicable from Feb 2008. This could happen time as well. I think it is best to wait till there is clarification on the new NOC List. Then one could apply according to the new rules and new NOC.

Just my opinion... what do you all say.
