My point is it is not 58,400 ITAs rather 58,400 PR holders. And, it is not mandatory for CIC to meet that target.

I got it, but I meant the last year statistics was 1.2-1.5 visas/PRs issued per 1 application (ITA), not 4 people per application(ITA). Not even close to that everyone comes with the family.
