only 80% non-routine applicants would be approved within 35 months. there is another 20%. it is quite a high likelihood an applicant would have to wait longer than that.

The fast-track pilot project started somewhere in Sept 2012 and was ending in March 2013 -- so this does not seem to be a fast-track application either. As to whether it is an RQ, not possible either. So, defeating all logic, here it is -- this adds to examples of 8 & 9 processing of cases, when time frame was about 18 months:

This does not defeat logic-- processing time varies largely by a local office, but cumulative national figure is reported in the statistics. Nearly all cases processed under 12 months come from couple of offices in Ontario like Mississauga and Windsor.
