Ministerial Instructions respecting invitations to apply for permanent residence under the Express Entry system #34 – May 18, 2016

The Minister of Citizenship and Immigration, pursuant to section 10.3 of the Immigration and Refugee Protection Act, gives the annexed Ministerial Instructions Respecting Invitations to Apply for Permanent Residence under the Express Entry System (May 18, 2016).

MINISTERIAL INSTRUCTIONS RESPECTING INVITATIONS TO APPLY FOR PERMANENT RESIDENCE UNDER THE EXPRESS ENTRY SYSTEM (MAY 18, 2016)

Determination — number of invitations

1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on May 18, 2016 and ending on May 19, 2016 is 763.

Required rank

(2) Foreign nationals who, on May 18, 2016 at 13:45:56 UTC, have been assigned a total of 484 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.

Quite a low number of ITAs today but at least points dropped. This mean that not so many people in the pool have PNP and LMIA. I hope they increase the number of ITAs soon and bring points even lower.

I think if we've learned anything so far, it's that there is no trend per se in terms of score.
 
I hope this means they are prioritizing the processing of applications that have already been submitted.

The year-end report shows they still have more pending applications than they have processed.

Also, mine has surpassed the 6 month period. :(

Hi bellaluna, wishing you get your PR soon. You have just given me a window for my timeframe. Seems like after waiting almost 3.5 months I have to wait for another 3-3.5 months :(
 
I am worried that the points may never go down to 450/460 in any draw in this year. The last 5 draws very much affected several people whose work permit is expiring soon.

I would say that it is unlikely for them to only choose 800 people per draw for the rest of the year so we should see a drop eventually.

However, I would agree that if the lower numbers continue for several more draws, then that would obviously leave a significant number of people in the pool who are in the 450-470 range. That means even when the numbers chosen go back up, it will take a few draws to make up for that, which would most likely increase the time it takes for the scores to drop towards 450 again.

Of course there are more applications in the pool than they have processed. A lot of folks who are in the range of 300-400 are in the pool. They don't really have a shot unless getting a provincial nomination.

My application has also been dangling in the pool for almost 6 months, let's just hope the policy do not change drastically and the minister speed up the selection process.

I think you misunderstood Bellaluna.

She meant that there were more people who had already received ITA and submitted their application than there were people who received PPR in 2015. So more applications still being processed than finalized.

That has nothing to do with the people waiting in the pool.

Oh, guess I misinterpreted it. I can't believe the they haven't finish processing applications in 2015, it's way too slow.

Just a guess as well from observing the applicants and PPRs on this forum, I don't think they've managed to bring the processed applications to under 50% total of all submitted electronic PR applications, and I'd like to think issuing fewer ITAs contributes to them managing the workload.
 
looking to last years draws, there were low invitations in April and than back again to 1500 by May and June.

Lets expect more invitations after one more Draw i.e 1st June and Invitations might flow in the Draw on 15th June.

one thing is sure, if they invite 750 that means they cleared a backlog by 750 more. So they have cleared a big lot of backlog by now reducing the invitations.

We don't know that at all. It could simply be that they are focusing more on refugees, or on family class, or even that they haven't hired as many temporary agents this summer in order to save money. They might simply be processing fewer people.
