2nd visa refused, changing the university to private yorkville university

Hi Everyone

My brother got two visa refused. he has enrolled at a bachelor of commerce program at Memorial University Newfoundland. Now he is planning to change university to Yorkville. It is a private university but it is a Designated Learning Institution (DLI). The reason behind changing university is because Yorkville has been offering 2. 5 years for a Bachelor of Business Administration program, and He has a bachelor of commerce for two years from Pakistan. it might be able to credit transfer for his two year B.com to Yorkville's Bachelor of Business Administration. Please guide me,

You should write a smart study plan related your past education and your future in your home country, changing the university convince the officer you just want to enter Canada in any possible way

You say he has two refusals but now enrolled at Memorial, so was he approved the third time?

The change from a public to private DLI is a poor decision. Memorial is a provincial university while Yorkville is private in an office building in Toronto catering to international students. Also if he already has a bachelor of commerce taking another program that is essentially the same is not expanding on his education. He should look at Masters programs. He still needs to address the reasons for the first two refusals so you would have GCMS notes to address the points.

Switching to Yorkville will weaken his application.

What were the refusal reasons? He should stick with Memorial and strengthen his application.

Think the main reason is that OP has a Bachelor of Commerce from Pakistan and applying for another Bachelor of Commerce in Canada so not showing education progression.

Why did he have 2 refusals? Changing because he can transfer credits is not a strong reason to grant visa. Most public DLIs have admission standards. In fact changing to private DLI further weakens application because everyone can get into private DLI.

But every fresh grad have zero ties to home country, no wife, kids, no money, job, business and no house to return to (some even have relatives in Canada) it is glaringly obvious their study in Canada is not for a temporary stay yet they get approved.

Also note it seems like they encourage student to go for permanent residence if not there is no need to mention permanent residence pathway below.
