Can anyone please tell me the list of the documents for the 2nd stage, to be sent to the local visa office.
Also when do we have to send the right of permanent residence fees

You should check appendix A for your visa office. It has list of all the documents that are required.

Each local visa office (CHC) has their own list, and conditions - though most part of it is common; there are some specific differences.

I agree with rupeshhari - you would need to look at your local visa office checklist, and follow as per their instructions.

By the way, can you share which country are you from, and your timelines?

I am in Canada, and have to send my application to buffalo.
It says Right of permanent residence fees will be requested at a later stage. Can I send it now along with my application.
