2nd PR Validity status & citizenship timeperiod?

Below are the facts of my case and my question. Any direction or help will be greatly appreciated.
• First Landing Date: 13th Nov .2007 (i.e. Box 45 on IMM-5292[Landing Document]- Became PR on: 13th Nov. 2007)
• First PR card was never received (i.e. lost)
• Reapplied for a new card since first card was lost.
• Got notification that new card is available for pick-up on July 31st 2009.
• Questions:
○ As per CIC website, one has to live for 2 years our of the first 5 years to renew Permanent Residency card. Will my 5 years period restart when I get the new PR card on July 31st 2009?
○ Also, as per CIC, one has to live for 3 out of 5 years. Does this 5 year period start in 2009 (when my 2nd card is going to be issued) or when I landed in Canada for the first time(i.e. 13th Nov. 2007).

i think ur landing date will be the reference date,, PR card issue date doesnt matter.

Yes, landing date is the day you become PR and you need to fulfill your 730 days in Canada in any 5 year period, not just the first 5 years. That is to say, between Nov 13th 2007 and Nov 13th 2012, you need to spend at least 730 days in Canada and after that, you always need to fulfill 730 days in the previous 5 years.

There is no 3 out of 5 years in Canada. There is 2 out of 5 years in Canada or 3 years allowed outside, whichever you want to count.

There is 3 out of 4 years in Canada requirement to apply for citizenship but then you count backwards from the day you want to apply. If you then have 3 out of the previous 4 years in Canada, you can apply.

PR is counted from landing date

○ Also, as per CIC, one has to live for 3 out of 5 years. Does this 5 year period start in 2009 (when my 2nd card is going to be issued) or when I landed in Canada for the first time(i.e. 13th Nov. 2007).
for citizenship, there's no block of period starting from a particular date. you must have been in Canada for 3 out of the last 4 years as of the date of citizenship application
