2nd Passport scans request

Hello,
right after passing the test, scans of all travel documents were requested and sent, I even received a confirmation of reception. A couple of days ago the scans were requested again, this time by a different e-email (I imagine office as well?)
Has anyone seen this happen before? any clues of what's behind it?

my son passed the test in April, got request to submit passport pages June 2, he submitted but again got 2nd request June 25, submitted again, until now no update

Some get passport request scans after test, i think its been quite the norm lately. Its just an added step . But it does add time in between before getting a notice for oath taking
