I've been working in Canada for a year on an LMO and I now have to obtain a new one to extend my work permit. Does this mean my employer has to do the hiring process all over again?
 
Yes - your employer must show recruitment efforts again.
 
Absolutely, the whole application will have to be re-submitted and the job will have to be reposted if the LMO has expired.
 
If your first work permit is approved based on LMO application, then all the subsequent extensions should have a positive LMO for your work permit to be approved. If you have come here through ICT, then there is no need of LMO approval.
