2ND ATTEMPT - SHOULD I MAKE CHANGES..PLEASE HELP

I was being refused under spp category...i am thinking of applying again..should i make changes...i don't think so..but i need opinions...please help...
My Profile
10th- 77% -2006
12th- 72% -2008
B.tech (civil)- 67% - 2012 - 4 backlogs
M.E (civil) - 60% - 2015 (FEB) - 1 backlog
IELTS- 7.0 overall (L- 8.5, R- 7, w- 6.5, s- 6.5)

Reason of Refusal- your proposed study is not in light of your previous studies, academic score and language ability.

Course of study- Construction project management - 1 year post graduate and eligibility is no less than graduation ( i was surprised by the decision because only civil engineering students can do this course)
college- Conestoga, cambridge campus

Acc to me reason of refusal is that u did master and taking admission in pg diploma ,pg diploma is for those who did bachelor. So u apply should apply for masters direct ,bcoz u can do double masters and clear baclogs first

This may be the reason but i have seen people getting visa to even lower courses. like those courses with eligibilty of 12th after b.tech. i have considered opting for double masters but i thought why would i get a visa for repeating same thing again. so i have chosen this because in civil its all technical but with construction management its all about managing those technical aspects.
I have also applied for caips notes though to make sure.

Im a masters holder in Mechanical ( manufacturing Engineering) from India with 79%. I would like to do masters in Mechanical( but different field) in canada. my query is
1. Is it possible to get admission for second masters in university?
2. If yes, Which will consider as priority for admission Bachelor or Master? I have less scores in Bachelors with backlogs.
3. Is there any chance for visa rejection from the visa officers for taking admission for second masters in Canadian universities
