2nd AOR not received yet after 8 months!!!

Dear Experts,

I have applied for FSW at Buffalo and I didnt receive my 2nd AOR even after 8 months.

Here are the details.

Application Sent to CIO :-10/26/2009
1st AOR from CIO :-01/06/2010
Transferred to Buffalo office :-01/13/2010
Sent docs to Buffalo on :-4/21/2010
Addls information requested :-Mid May 2010
Resent docs to Buffalo on :-Around 06/05/2010
Address Updated on :- 10/18/2010

I have changed the address after June 2010 and setup mail forwarding (2times. First time within Canada. Second time from August to Oct to USA).
I couldnt update the address with CIC immediately.
I am not sure if any letter was received at old apartment which was not forwarded. I saw some mails saying 'Do not forward'.

1) Does the 2nd AOR sent through mail only or do we receive email as well? What is the format of the new file number? I have a file number which starts with B.
2) Can we check the latest status using 1st AOR file number? When I check using that it shows the status as In process and it shows the events occured till transferring it to Buffalo only. (i.e. 13 Jan 2010 - transferred to buffalo. It doesnt show that the application is returned for additional details and I sent it back etc.)
3) I have tried contacting Buffalo office via mail to get the latest status, but I am getting the standard response saying it will take upto 17months. I am not sure if 2nd AOR was sent and I didnt receive that due to mail forwarding issues. Is there any alternative way to check the current status? When I contacted them in October 2010 to update address, they gave me the same file number from 1st AOR (starting with B), after taking my fullname and DOB details.

Please advise.

1- mostly by mail. Yes, the number starts with B

2- using the first AOR mostly work, but you need to get the 2nd AOR to be sure. For me, both AEO works with same results.

3- if in October they gave you the same file number then use it till you receive the second one. I recommend you send them a fax about your doubt and inquire if the 2nd AOR is sent as it's so weird to get it delayed that long.

How to communicate via fax? How are they going to reply back to me? I do not have a fax number.
Last time I sent them an email for status via e-mail was in Jan 2011. I got the standard response.

Will they provide more details through fax?

You can send them a fax while mentioning you expect a response by email and/or email. Try calling to avoid any issues of sending correspondence to wrong mail address.

I am also in the same boat as yours. My timeline are as follows:
initial applic @ CIO NS: Apr 6 2010 FSW 2
1st AOR received via email: June 14, 2010
Transfer applic to Buffalo: June 22, 2010
Full dox sent to CIC Buffalo: Aug 09, 2010
Dox received to CIC Buffalo: Aug 16, 2010
2nd AOR : ?????
e-cas status: received by VO

according to Buffalo VO website it takes 20 weeks before they send a 2nd AOR? soo I e mailed them and asking for recent activity status of my applic and I guess a automated e mail replied and said that "acknowledgement of receipt letters are sent to the applicant within 30 weeks of receipt". March 14, 2011 is my exact 30 weeks. Hopefully within this week I will hear anything from them or at least changes can be seen on my e-cast status.. but they said within 30weeks? and not after?? what do you think?? any updates from your stats??
