You can get 24 points
if yuou take test for both
English and French
If you take ONLY ENglish or French,the maximum you can score is 16

Is It 7.5 in all modules.. or 7.5(in Listening)only and 6.5 in all other remaining 3 modules to get full 16 points?

7.5 for listening and 6.5 for everything else on IELTS will get you full points for English. Full points for French if you get level 5 or higher on TEF.

However, if you are using French as your 2nd language, you will only get 2 points for each ability anyway so level 4 on TEF would be enough.

Same if French is your better language and you have level 5 or higher on TEF, you would only need 5.0 reading and 5.5 everything else on IELTS.

If you look at http://www.cic.gc.ca/english/information/applications/guides/EG72.asp you will see that both of those scores are considered moderate.
