The immigration minister was referring to the majority of new economic immigrants will come from temporary residents already in Canada. Canada has to balance out the number of protected people and refugees who get PR with economic immigrants and PRs/citizens sponsoring dependent family members (who must prove they can support themselves financially). Protected people and refugees don’t have to show they are employed, financially self-sufficient, have good language skills in English/French, etc. so they are only awarded a certain percentage of the yearly PR quota.

The unfortunate fact is that: even when a protected person can demonstrate that they are employed, financially self-sufficient (with good savings), have excellent language skills (8.5 out of 9.0), and even if they have good knowledge of the other official language etc., all of this still does not mean that they will be treated like economic immigrants, they are still considered as a burden, a liability not an asset.
Will this be fair?
If you’re a citizen, then what are you still doing here? Don’t you have work or a life to get on with?
The reality is that not all refugees and asylum seekers are gainfully employed with good English/French language skills so they are not considered economic immigrants as a whole. People always have the option to apply via economic immigration pathways to come to Canada versus claiming asylum or coming as refugees.
That is exactly my point. If you want to be considered as an economic immigrant you have the option to apply as one but most do not qualify so they are not considered under the economic pathway.
Seriously, what exactly is your issue with protected persons in Canada? Are you personally supporting them out of your own pocket? Help us understand your perspective so we can actually reconsider ours!
I have no issue with protected people but yes taxpayers are spending a small fortune on the asylum and refugee system. That is mainly the governments fault. If you were following the discussion the quota for PR for protected people is different than for economic immigrants for a reason. That doesn’t mean some protected people aren’t working and paying taxes but not all are and as already pointed out many didn’t qualify for economic pathways even jf they are now working. This is why protected people and refugees who are working are still considered under their own PR quota and not under economic pathway PR quota. This discussion is about why processing times are different between various categories of PR. The fastest processing is for spouses actually not economic immigrants whose processing has also gotten much longer because of backlog and quota issues. Also variation between Quebec and non-Quebec applicants in all categories. In general Canada has had to try to find the balance of how to allocate limited PR quotas with a large number of people waiting for each yearly allocated spot and many trying to just get into the queue in a variety of programs.
